[SS-Propellant] Propellant Production Specification Document, draft

Greetings team,

I"ve been working on the Propellant Production spec for some time now, 
based on the method described in an earlier e-mail. Based on positive 
feedback, I put the effort into producing this document.

The document is very much a draft doc at this point, but I thought I 
would give the opportunity for the team to take a look at it as it 
currently stands. I plan to continue working on it "off & on" over the 
next week, as I am going away on holiday starting Tuesday...something to 
do while on the plane and waiting at the airport, etc.

Any feedback would be much appreciated. I'm sure I haven't thought of at 
least some things that should be in the spec.. Also there are a lot of 
"xx's" to be replaced with actual values. Suggestions of such would be 
welcome.

Once the doc is closer to being finished, I'll pass it by the ss-main 
list for comments, as the spec. needs input from other teams (e.g. 
safety, environment).
