[SS-Propellant] SS2S Environmental Impact; Procedures

Hello all,

	I am currently working on a draft Section 12 (environmental impact).
I should have it done in a few days.  My apologies for the delay - I am
currently preparing for a Minotaur space launch coming up mid-April.  Be
advised I am not an environmental engineer, but have seen many impact
statements out here at "green-sensitive" Vandenberg AFB, so it should be on
track.  

	I have one primary concern... do we know where the
manufacture/test/launch site will be yet?  I can better tailor the
requirements if that is known, but can remain general if it is unknown.  My
hope is that this portion can be used for all environmental impacts (or at
least a starting point) for future requirements documents.

	Separate issue; procedures need to start coming together for:
manufacture, test, pre-launch, launch, and recovery operations, as well as
anomaly and emergency situations (contingencies).  Obviously some procedures
won't be necessary for some time, but others - manufacture and contingency -
need to be available soon.  I have begun drafting the contingency procedures
(they will be in place for all operations), but will need assistance with
the manufacture procedures... is anyone from the Propellant Design Team able
to provide input?
