Roman,
I think your proposed experimental setup is a good one.
The trickiest part of such a test is relating the "heat flux' from the 
torch to the heating conditions the vehicle may experience in flight. As 
it happens, I read an article earlier today that'll help in this regard:

It mentions a simple way to determine the heat flux (actually, the 
convective heat transfer coefficient), which is the key. A copper 
specimen is heated with the torch under the same test condition and the 
temperature measured  (on the backside). The coefficient can be readily 
calculated from this. Instead of copper, I 'd suggest aluminum 6061 
alloy, for which thermal properties are precisely known.
